Research on Strategies and Regulations under Montreal Protocol and Analysis of Destruction and Replacement Technologies for High GWPs.

Taiwan has followed the Montreal Protocol to phase down the Ozone Depleting Substances, avoid trade barriers and protect the earth. Now Taiwan still imports HCFCs and methyl bromide, but there is no production. And most of the domestic manufacturers have been replaced by hydrofluorocarbons in refrigeration and air conditioner. This project would assist Taiwan following the control norms in Montreal Protocol. The tasks include participating in the international meetings related to the Montreal Protocol and communicates with other countries or important research organizations. The implementation work includes assisting in the promotion of the import license review operation and management of chemical substances scheduled under the Montreal Protocol, drafting of the management measures for the reduction of HFCs in Taiwan, research and development of relevant systems for recycling and reuse of substances, alternative research for high global warming potential (GWP) refrigerants, and destruction research of seized chemical substances. In addition, this project maintain the functions of the “import and export electronic visa system for chemicals controlled by the Montreal Protocol”.
